NATIONAL HYDROLOGY PROJECT

PROJECT OBJECTIVE

          To improve the extent, quality and accessibility of water resources information and to strengthen the capacity of targeted water resources management institutions in India.

 

CONCEPT OF NATIONAL HYDROLOGY PROJECT

          Based on experience under HP-I and HP-II, a four-pronged strategy to achieve the objectives has been adopted.

1.        Modernizing Monitoring: The project will establish & strengthen monitoring networks in project states, with a focus on deploying new sensors, data storage, and telemetry technologies across the whole country, to establish comprehensive, modern, automated, real-time monitoring systems for surface water and groundwater.

2.        Transforming Knowledge Access: The project will build on the dramatic advances in cloud computing, internet, mobile devices, social media and other communication tools to modernize access to and visualization of customized water information by different stakeholders.

3.        Enhancing Analytical Tools: The project will develop and demonstrate tools for water resources assessment, hydrologic and flood inundation forecasting, water infrastructure operations, ground water modelling, and river basin and investment planning.

4.        Modernizing Institutions: The project will complement technology investments with investments in people and Institutional capacity. Support will be provided for developing centers of expertise, innovative learning approaches, collaboration with academia and research Institutes, and outreach programs. Office and equipment will be modernized to streamline workflows to effectively leverage the technology investments.

PROJECT HIGHLIGHT:

 

The Government of India has received a loan US$175 million from World Bank towards the cost of National Hydrology Project and it intends to apply the proceed of this loan to payments for Goods, Works, Consulting Services and Non-consulting Services to be procured under the project. The total project cost is US$ 350 million dollar, out of which US$ 175 million dollar shall be borne by Ministry of Finance, Department of Economic Affairs, and Government of India. The duration of Project is 8 years. The Project Implementing start date is 16th March, 2017 and Project Implementation end date is 31.3.2025.

The Ministry of Water Resources, RD &GR (NHP Unit) has approved the Project Implementation Plan (PIP) for the State amounting to Rs. 70.00 crores vide office Memorandum No.3055-3061 dated 05.12.2016. The component wise allocation of funds is as below:

          The A/A & E/S was accorded by Government of Himachal Pradesh vide Secretary (IPH) to the Government of Himachal Pradesh notification No. IPH-B(F)3-1/2017 dated 17/02/2017 amounting to Rs 70.00 crore vide The year wise approved Annual Work Plan (AWP) and expenditure is as under:

MAIN ACTIVITY

 

1.           GROUND WATER COMPONENT (GW)

80 piezometer borewells with Digital Water Level Recorder (DWLR) have been installed under HP -II to assess the ground water quality and quantity. A provision of 56 new deep bore well has been kept in the Project Implementation Plan under NHP. The network has been approved by the GoI Sub Committee.

Further, 20 bore wells have been proposed for vertical and horizontal delineation of aquifers in valley areas.

4.           SURFACE WATER COMPONENT

To measure surface water discharge 35 Gauge and Discharge (G&D) sites were set up under HP-II .Provision of 10 new G&D sites has been taken in PIP. Yamuna basin, which was not included in HP-II , has been included now.

 

5.           AUTOMATION OF BOREWELL OPERATION

Project envisages automation of 120 irrigation/water supply tube wells for optimum utilisation of water resources and energy using SCADA.

6.           PURPOSE DRIVEN STUDIES

Study on Water Efficient Irrigation by using SCADA System for Major Irrigation Project (MIP) Shah Nehar has been conceptualised and sent to National Institute of Hydrology (NIH), Roorkee for approval being Nodal agency for this component. Department is also coordinating with NIH Jammu Centre for 3 proposed studies in Ravi basin of Himachal Pradesh.
